Mercy Health Home Care offers services under many government-funded programs that help people to live independently at home for longer. Each program has different rules about the type of services that can be funded and who can access them, and some funding is only available in certain areas. It can be a difficult system to navigate, but we are here to help. We have outlined some of the more well-known programs below to help you learn the terminology and get started on your home care journey.

Home Care Packages
A Home Care Package is a subsidy provided by the Australian Government to older Australians to access support services in their homes.
Support at Home
Learn more about Support at home, a new program funded by the Australian Government that will provide aged care services to older Australians in their homes, commencing on 1 November 2025.
Commonwealth Home Support Programme
The Commonwealth Home Support Programme (CHSP) is an entry-level in-home support initiative designed to help older Australians live independently in their homes.
Self-funded Home Care
If you would like more support to keep you comfortable and safe at home and have reached the limit of your government subsidy, you can purchase additional services to keep you comfortable and safe at home.
Department of Veteran’s Affairs (DVA) Community Nursing Program
The Department of Veterans’ Affairs (DVA) funds a range of healthcare and related services, including the DVA Community Nursing Program for veterans, war widows and widowers.
Veterans’ Home Care
The Veterans’ Home Care (VHC) Program is designed to help veterans, war widows, and widowers to continue living at home, by providing them with practical help around the house.
NDIS

The Australian Government offers several programs that provide subsidies for aged care services.
These programs include:
- Support at Home (SAH).
- Commonwealth Home Support Programme (CHSP)
- Veterans’ Home Care
- Department of Veterans’ Affairs (DVA) Community Nursing
- National Disability Insurance Scheme (NDIS).
Some funded programs only operate in specific areas. Please contact the Mercy Health Home Care office nearest to you for more information.
Your funding level will be determined through an Aged Care Assessment. Aged Care Assessments can be organised through My Aged Care, the Commonwealth Government body responsible for all aged care services.
- Classification 1 minimal support for independent living. This might provide occasional assistance with light domestic tasks.
- Classification 2 light personal care and social support. This might provider light person care such as assistance with showering, dressing and managing medications.
- Classification 3 moderate assistance with daily living. This might include more structured support several times per week.
- Classification 4 high-frequency personal and domestic support. This might include near-daily care across personal and household tasks.
- Classification 5 daily support with health monitoring. This might include services cover complex personal care.

- Classification 8 highest classification of in-home and pallative care.
While each level comes with a different amount of funding, all levels have access to the same types of services — the difference is the amount of services you can choose within your budget. We tailor your services to ensure you get the best value out of your budget.
Yes. We are skilled at helping people with Individual Support Plan (ISP) or National Disability Insurance Scheme (NDIS) funding. We know the system well and have a lot of experience managing the rules and regulations, the invoicing, and all the other associated tasks. We can help you understand the system so you can make decisions on how to spend your funds most effectively.
We work with you to plan services that suit you and your situation. If you have government funding it will cover the cost of specified services. If you would like to purchase additional services or you don’t have funding, we will clearly explain how much the services cost, so you can make an informed decision about what you would like us to provide.
